The desalination plant

what do you think?
positive= more water for the increasing population
negatives= cost of running it and the cost to the environment.
Do they add up?

X=(impact of desla plant)
a=assumed benfits of added water (Brumby siad that when the desal and the pieline are operational he will remove 3a water restrictions hence assumed benfits)
b=environmental/social impacts

x=a-b

it seems so simple

What I meant was do these two balance up? If not which side has more weight. Basically Desalination Yes or No. Why?
